College students in San Rafael, Bulacan, your scholarship window is now open.
The Mayor Cipriano D. Violago, Jr. Scholarship Program also known as the Iskolar ng Bayan Scholarship is now accepting applications for the First Semester of S.Y. 2026-2027, with a deadline of August 5, 2026.
Whether you are an incoming freshman or a continuing college student, here is everything you need to know to apply before the deadline.
Who can apply for the Iskolar ng Bayan Scholarship?
To qualify for the Iskolar ng Bayan Scholarship, you must meet all of the following:
- Be a bona fide resident of San Rafael, Bulacan
- Be a college student enrolled at any college or university
- Have a general average of 85% or above (equivalent to 2.25 or better) with no failing grades or dropped subjects
- Only one member per family may avail of the scholarship
- Old scholars must also re-apply together with new applicants
- If you are the child of a solo parent, submit a photocopy of the latest Solo Parent ID (must be within 1-year validity).
Important: Application Form Must Be Typewritten

Fill it out on your device – typewritten only. Handwritten forms will not be accepted. Print the completed form on long-size bond paper.
Documentary Requirements
For Incoming Freshmen:
- Photocopy of Certificate of Registration (COR), 1st Semester, S.Y. 2026-2027
- Certified True Copy (CTC) of Report Card with a general average of 85% or above, certified by your graduating school
- Original Barangay Certificate of Indigency
- Personal request letter addressed to Mayor Cipriano D. Violago, Jr., written by the student applicant
- Photocopy of School ID or any government-issued ID with 3 specimen signatures
For 2nd Year students and above:
- Photocopy of COR, 1st Semester, S.Y. 2026-2027
- Photocopy of COR, 2nd Semester, S.Y. 2025-2026
- Certified True Copy of Certificate of Grades (COG), 2nd Semester, S.Y. 2025-2026 – must be certified; uncertified COGs will not be accepted
- Original Barangay Certificate of Indigency
- Personal request letter addressed to Mayor Cipriano D. Violago, Jr., written by the student applicant
- Photocopy of School ID or any government-issued ID with 3 specimen signatures
Where to submit the application form
Bring all complete requirements to: General Services Office (GSO) Ground Floor, Municipal Hall San Rafael Government Center, Brgy. Sampaloc, San Rafael, Bulacan
Submission Period: July 6 – August 5, 2026.
Applications with incomplete requirements will NOT be accepted.
What comes next?
After submission, qualifying examinations will be conducted. Details will be announced on the official San Rafael LGU page.
Apply Before August 5 – Do not wait
With the deadline on August 5 and a strict no-incomplete-requirements policy, you need to start gathering documents now. The Barangay Certificate of Indigency and certified grade documents take time to process do not leave them for the last day.
